Enrolment Procedure for New Middle Schools and Academic Lower Secondary Schools for the School Year 2019/20

  • Enrolment and orientation talks take place in the first week of the enrolment period 14th - 18th January 2019 at the VBS primary school.
  • Please arrange an appointment with the head teacher in advance!
  • Notice of eligibility for the VBS programme will be sent via e-mail (or by post if e-mail is not possible) on 18th January 2019.
  • If your child is not eligible for the VBS programme you have the possibility to enrol your child in another class or at another school in the second week of the enrolment period from the 21st - 25th January 2019.

Objectives

For many years the Vienna Board of Education has offered a spectrum of various modern language initiatives. One of these being the pilot project: VIENNA BILINGUAL SCHOOLING – VBS.

In order to meet the needs of the ever-increasing number of Viennese pupils that have an outstanding command of both English, as well as German language skills, the VBS pilot project was developed. Thus, the aim of the VBS schools is to implement German, as well as English, as the languages of instruction from the first day of school.

VBS begins as a pilot project in primary school and continues through both lower and upper secondary schools. A further opportunity to enrol at a VBS school presents itself, after a successful orientation talk, at the transfer from primary to lower secondary and from lower secondary into upper secondary school.

The acquisition of basic cultural techniques (German, Reading and Writing and  English, Reading and Writing), take place in the first or dominant language of the child (German or English), as well as in German as a Second Language or English as a Second Language, according to the Austrian curriculum. VBS classes are divided into two language groups for the acquisition of these literacy skills. The remaining lessons are devoted to bilingual teaching in the form of co-teaching.

Acquisition of literacy skills in the second language begins at the latest, in Year 2, is determined on an individual basis, depending on the skills already acquired in the first language.

All children, regardless of their first language (German or English), should be provided with the opportunity to successfully transfer to seondary school.

Enrolment Procedure

1. The interest of parents/guardians and pupils in a bilingual school far outweighs the actual number of school places available. It is therefore inevitable that not everyone who wishes to enrol their child in a VBS primary school can be allocated a place.

2. Due to the fact that the number of school places do not meet the high demand, it is necessary to have a special enrolment procedure for the VBS schools, which involves an orientation talk with the child.

3. Understandably, only a brief impression of the child can be won during the course of this orientation talk. However, this factor is taken into consideration by the experienced team of experts, as well as by the local VBS-commission.
The orientation talk was developed, in co-operation with school psychologists of the Vienna Board of Education and external experts from the University of Graz, and incorporates the following aspects

  • social skills and emotional competence
  • communicative strategies (flexibility within the languages)
  • communication skills in English and German

4. The localised VBS commission (made up of the head teacher, class and native speaker teachers, as well as supervisory personnel) decides upon the eligibility of the child after the orientation talk has taken place. The results are then passed onto parents/guardians electronically (or by post). 
School place allocation is the exclusive responsibility of the school inspectorate, after statutory guidelines (siblings, location of residence) have been taken into account. Determination of school maturity is the sole responsibility of the head teacher.

5. In order to ensure the continued existence and assurance of quality within the VBS pilot project, it is of utmost importance that there is a balance of dominant English speaking and dominant German speaking pupils in every class. Only then can a successful bilingual education take place.

Therefore the following factors are considered at the enrolment

  • eligibility (orientation talk)
  • statutory guidelines (siblings, residential district/proximity of residence to the school, maximum number of pupils per class)
  • best possible balance of children in the class with either German or English as a first language
  • enough eligible children to fill a class

  • Enrolment and orientation talks take place in the enrolment period 21st - 23rd January 2019 at the VBS school of your choice.
  • Please make an appointment with the head teacher in advance.
  • Notice of eligibility for the VBS programme will be sent by e-mail (or by post if e-mail is not possible) on 23rd January 2019.
  • If your child is not eligible for the VBS programme you have the possibility to enrol your child in another class or at another school during the regular enrolment week from 11th February - 15th February 2018.

The allocation of school places in the New Middle School is the sole responsibility of the compulsory school inspectorate.
In the academic lower secondary school places are allocated by the head teacher.

The project VBS begins with primary school and continues through both lower secondary and upper secondary schools. There is a further opportunity to enter a VBS school, after a successful orientation talk, at the end of primary school and again at the end of lower secondary school.
In lower secondary school the main aim is to teach the curriculum of the New Middle School, in accordance with the requirements of the academic lower secondary school or Realgymnasium. (§ 16, Abs. 2 SchOG)

Implementation

Pupils taught in classes according to the project VIENNA BILINGUAL SCHOOLING – VBS have two equal languages of instruction, English and German, based on § 16/3 of the Austrian School Education Act (SchUG).
At the same time, the pupils are offered a bilingual setting where they have the opportunity to acquire far greater skills in their second language than they could hope to achieve in traditional foreign language lessons. High expectations are placed on the pupils with regard to personality development. A bilingual education both encourages and requires open-mindedness, tolerance, flexibility and cultural awareness.
At the VBS, pupils with English as a first language can actively participate in the lessons from the first day of school onwards as most subjects are taught in both languages.

Enrolment Procedure

  4. After the orientation talk the local VBS commission, which consists of head teacher, class teacher and native speaker teacher, decides on the eligibility of the child. The results are then sent to the parents/guardians by e-mail or post. The allocation of school places, which takes into account the statutory guidelines (eligibility, siblings, place of residence, maximum number of pupils per class), is the sole responsibility of:
      -  The compulsory school inspectorate for places in the New Middle School
      -  The head teacher for places in the academic lower secondary school
